In 1963 he enrolled at the University of California at Berkeley, lasting only a year. LSD wasn't actually illegal in Califirnia until 1967. Cannabis was an imprisonable offence at the time. That is just one reason why Owsley's acid was so special and spread like a drop of rain in a piece of blotting paper.
For those into total nostalgia for The Grateful Dead and many of the things that happened as a (partial) consequence of Mr Owsley's experiments I strongly recommed Tom Wolfe's 'Electric Cool Aid Acid Trip' the story of the Merry Pranksters.
