Well, the answer to your question is at least for the moment in the UK, a prison term is still intended to rehabilitate the offender, that's means that at some point in the future its possible they should be released. The 30 years sets a minimum time for that release to be considered.
Or would you prefer the biblical eye for a eye sort of system?

There are life sentences and whole life sentences. Whole life is what it says. Can never be considered for release from custody apart from release to an undertaker. A life sentence is for life because, although there is a possibility in the future that a Parole Board might release the individual from custody, that individual will always remain under licence which means they are monitored for the rest of their life and can be recalled to prison at anytime.
The judge in sentencing has to take into account a number of factors such as previous case law, co-operation with the investigation, guilty or not guilty plea, display of remorse, time already spent in custody on remand etc. David Carrick has been sentenced to life in prison with a tariff of 30 years 239 days. He will be almost 80 before he can apply for consideration of release whereupon, the Parole Board would need to consider if release from custody would pose any threat to the public. In comparison, a person sentenced for life where the circumstances of the offence are uncomplicated and there would be no risk to the public upon realease, typically serves about 8 years in custody. They still remain on licence for life and can be recalled to prison at any time.
