I worry when someone divides something up into three arbitrary parts and then declares that each part is a 1/3 of the whole.

Perhaps if we have an ecosystem as the goal, these rules apply. I am not so sure about random “following a whim”. In this case we could compare Tim deParavincini or Graham Slee (whim followers) to Thorsten Loesch(ecosystem builder).

In any case, it is most helpful when we have a common understanding of the words that we use. The word “design” is certainly ambiguous enough to deserve some focus.
