Would a Arcam rPac dac sound any better than a high-end sound card or
would it be better to go down the DIY route.
What would the forum members recommend which way to go to obtain the best sound for ones money.

For a DIY solution and assuming a USB feed, this Chinese DAC seems to be well thought of over on DIY Audio;

#8 Don't forget Focusrite
I am using a Focusrite Forte with a decent analog power supply and BitPerfect software on a MacMini and am VERY happy with the results.
