can i come in/out of a peq2200 with a minidisc deck for audio in/out playback

The peq is mono balanced so if you want it for finished work then you'd need 2 of them.
theoretically the answer is yes.
many years ago I had a Yamaha MD8 and that would do what I think you're asking...... if you had 2 peq's.
if it's a consumer minidisc then you might need a small mixer with 2 o/p busses or an o/p and aux in/out bus.
