Yes if it's a dicey valve, that is something out of your control to a certain extent. I'll certainly bear this in mind when I build mine. Hot Rox supposedly tested and matched my 8 JJ EL509's but these valves do allegedly have some 'previous' when it comes to consistency and reliability.

Pages 223 and 224 of the book talk about this, the bias voltage is locked down to -45V on the -ve side with the zener diodes.
